Since they mentioned oxygen in relation to steel processing, I wonder if they meant to use oxygen instead of air in the smelting/burning process to make it more efficient? Still- In order to get oxygen you either need to distill air or use high pressure membrane filtration, either of which takes… you guessed it- a lot of ENERGY.
Seemingly similar measures (such as streamlining household energy consumption among household consumers) were settled in some countries in the past . It is true that the succession was different (in my country first the food consumption was rationalized -1980 -1981 - and then the energy consumption was rationalized-1987). Sometimes history seems to repeat itself. Thank you for the analysis.
Irina - another superb article to finish off the series. What it demonstrates is how politicians and bureaucrats will mislead the public with empty promises linked to eye catching headlines.

They must mean hydrogen Instead of oxygen. Still where would it all come from? Most hydrogen is made from natural gas.
