Covid 2020 and the resulting mass psychosis has proven to me that the mass of people are not capable of any rational thought at all. Every article from you reinforces that. Folly marches on.

You point out "incoherence" in thoughts and words! However the actions speak louder than words. The real intention is to acquire global fossil energy and material resources through wars, covert violence, and regime change to build EVs, solar PV, utility-size batteries, wind turbines etc... to save the planet while protecting democracy and human rights!

Faith Birol may be a bit of a tragic figure. When he first took the job, I saw quite a few sensible positive statements about nuclear power from him. Almost simultaneous with statements about renewables that made no physical sense.
Now, AFAICT, he just spouts nonsense.
I like to think he was trying to do an honest job in his position and eventually someone had a "talk" with him. The tragedy is that he decided to keep the job rather than his integrity, but I don't know his personal situation. Maybe there's not much of a choice there for him.

Problem is that so many people believe in it and just follow the current propaganda of "what is good". I'm musing sometimes how to take some profit out of it ... open a gas station, and sell "vegane 95 octane" or "veggie-diesel", of course with a large premium. Here in Germany you'll find a lot of people believing it, I'm sure. They buy preferably if a "vegan" attribute is on the object (food, clothing, you name it).

I do have one suggestion: there is a very established term that can be used a 1 to 1 replacement for the, in my book, inadequate phrasing of "mixed messaging" or "conflicting signals". The word is: doublethink. Some would file that under mental disease, but I'd categorise it as brain damage. Actual brain damage where neurons are not firing properly, akin to an engine whose cylinders do not fire with correct timings.
David Bohm elucidates this idea of "incoherence" as a form of cultural pathology to hide the implicate (order), that is, the real intentions while masquerading as something else producing undesirable outcomes for masses. They know that renewables and hydrogen are not going to work but unfortunately masses (subjects) have been brainwashed. This is really a problem of psychology and energy resources!
