And then the said Countries are ”shocked” they are no longer free to make decisions about their Country which best serves its interests. Funny old World and no mistake.

In the 70s/80s before the EU (1992) when it was the EEC of 9 then 12 Countries - just a trading bloc you understand nothing at all to do with sovereignty, oh goodness gracious me no - Germany and France called themselves “the Motor of Europe”. (De Gaulle once said that France and Germany were the main dish in Europe, the other Countries were just garnish. UK was a Trojan Horse for the USA.)
The Motor of Europe would meet - either in Paris or Bonn - ahead of Council meetings with heads of government of the Member States where decisions were to be agreed, so France & Germany could agree on what decisions would be agreed. What Germany and France wanted, is what the others got.
The EEC/EU has always been a de facto inner core plus others.
